The bill establishes a Massachusetts-Puerto Rico trade commission to strengthen the relationship between the commonwealth and Puerto Rico. The commission will study and make recommendations on trade, business, and investment, as well as policy issues of mutual interest. It will also create economic, scientific, cultural, and educational exchanges between the two regions. The commission will consist of 15 members appointed by the speaker of the house, the senate president, the secretary of economic development, and the governor.
