The bill authorizes the Division of Capital Asset Management and Maintenance to grant permanent and perpetual easements to the city of Lowell for conservation and recreation purposes. The easements are for land located along the Merrimack River in Lowell. The city of Lowell must compensate the commonwealth through improvements to Department of Conservation and Recreation property. The value of the compensation must be equal to or greater than the fair market value of the property, as determined by an independent appraisal.
