The bill creates a just transition office within the executive office of labor and workforce development to support workers displaced by the transition to clean energy. The office will develop a just transition plan, recommend education and training programs, and ensure access to employment and training opportunities in clean energy industries for environmental justice communities. The plan will address workforce development, maintenance, and attrition, and include provisions to educate dislocated workers and provide training and re-training.
