Authorizes Brookline to impose a real estate transfer fee on certain property transfers.

The bill authorizes the town of Brookline to levy a real estate transfer fee on certain real property transfers. The fee is to be paid by the seller and will be deposited into the Brookline Affordable Housing Trust fund and the Brookline General Fund. Exemptions include transfers under $1,000,000, gifts with less than $100 in consideration, and transfers between family members. The fee is intended to fund affordable housing programs. The adoption of the fee requires a majority vote by Town Meeting.
