Establishes requirements for hospitals to maintain essential health services and community benefits.

The bill mandates that hospitals in Massachusetts maintain essential health services and community benefits. It requires the Department of Public Health to consider the state health resource plan and seek an analysis from the Division of Insurance before closing essential services or a hospital. The department must conduct a public hearing and may waive certain requirements if the hospital provides substantial primary and preventive health care services. The bill also requires hospitals to submit a plan for continuing access to essential services if they are discontinued.
