Allows non-citizen residents of Somerville to vote in municipal elections.

This bill provides legal voting rights in municipal elections for non-citizen residents of Somerville. It allows eligible non-citizens to register and vote in local elections and ballot questions. The board of election commissioners must establish a separate registration list and print special forms for these voters. Local voters cannot vote in state or federal elections or on state or federal ballot questions. If a local voter becomes eligible to vote under state law, they will be removed from the local voter list and can register as a regular voter.
