Massachusetts H3991 amends the homestead laws to ensure equitable protection for homeowners. The bill adjusts the homestead exemption thresholds annually based on the consumer price index and allows first-time homebuyers earning less than 120% of the area median income to qualify for a temporary 10% increase in the homestead exemption during their first five years of ownership. It also provides an additional homestead exemption for homeowners with a documented disability.
