Massachusetts H3974 seeks to improve cellular coverage by identifying and leasing state-owned land to cell phone carriers.

Massachusetts H3974 directs the Department of Telecommunications and Cable to consult with cell phone carriers to identify necessary improvements for cellular coverage. The Department of Capital Asset Management and Maintenance will identify state-owned land for leasing to carriers to build cell towers. The Department of Telecommunications and Cable must report on these efforts by July 2026 and ensure all residents have coverage by January 2030.
