Massachusetts H3969 allows the city of Somerville to appoint an alternate member to its licensing commission. This alternate member can fulfill the obligations of any regular member who is incapacitated, unable to act, or absent. The alternate member can participate in discussions on any two matters before the commission, regardless of whether they will vote on the particular matter. This act takes effect upon passage.
