Establishes a Plymouth Land Bank to acquire, hold, and manage land for various uses.

The bill establishes the Town of Plymouth Land Bank, administered by a Land Bank Commission, to acquire, hold, and manage land and interests in land for specific categories including natural, scenic, open space, passive recreational, active recreational, municipal use, and affordable housing. The Land Bank Commission is composed of nine members appointed by various authorities. The Commission has powers to acquire land, issue bonds, and manage land holdings. A Transaction Fee of 2% is imposed on real property transfers within the Town, with exemptions for certain transfers.
