Massachusetts H3921 amends the purposes of the Somerville Affordable Housing Trust to include funding housing-related social service programs such as landlord-tenant mediation, legal services, case management, homelessness prevention, and housing counseling. Additionally, the trust will fund start-up costs for new affordable housing production initiatives. This bill clarifies that these social service programs do not need to be associated with a physical housing asset or add a housing unit to the municipality’s affordable housing stock. The act takes effect upon passage.
