Extends the Citizens Commission's existence and regulates vacancy appointments.

The bill amends the Massachusetts Constitution to extend the existence of the Citizens Commission until December 31, 2028. It also regulates the appointment process for filling vacancies on the Commission, requiring the appointing authority to select from applicants who previously applied or who apply under the current process. The appointee's application must be publicly posted before the appointment.
