Massachusetts H3843 memorializes Congress to pass and send to the states for ratification a constitutional amendment to restore the First Amendment and fair elections to the people. The amendment would allow Congress and the states to regulate and limit contributions and expenditures in campaigns, elections, or ballot measures. It would also prohibit juridical persons from raising and spending money in these processes.
