This bill amends the South Essex sewerage district's tax arrangement with the city of Salem. It mandates the district to make annual payments to the city starting July 1, 2023, at $600,000, increasing by 2% each subsequent year until 2027. From 2028 onwards, the payments will increase by the average Consumer Price Index for All Urban Consumers in the Boston area, but not less than 2%. These payments replace property taxes for the district's lands, facilities, and other property within Salem.
