The bill amends the General Laws to streamline the process for surviving spouses and next of kin to obtain a new certificate of title for a vehicle when the other spouse has died. If the vehicle title was held by a lienholder under a lease agreement, the surviving spouse can apply for a new title without the decedent's name, provided they submit a death certificate and a sworn affidavit stating the vehicle has not been disposed of otherwise by will.
