Establishes a Zero Carbon Renovation Fund to finance energy efficiency renovations of buildings.

The bill establishes the Zero Carbon Renovation Fund to finance renovations of existing buildings, prioritizing affordable housing, low or moderate income homes, public schools, and buildings in environmental justice communities and gateway cities. The fund will be administered by the Executive Office of Energy and Environmental Affairs, in consultation with several state agencies. Renovations must aim to make buildings highly energy efficient, use all-electric systems, include on-site renewable energy sources, and use low-embodied carbon materials.
