Massachusetts H3555 amends the General Laws to give cities and towns the option to establish associate members for their planning boards. If a planning board has five members, it can have one associate member, and if it has more than five members, it can have two. The city or town must decide how to fill these positions. If there is an absence, inability to act, conflict of interest, or vacancy among the planning board members, the chairman can designate an associate member to act on any matter under the board's jurisdiction.
