Establishes a commission to develop a framework for managing the thermal commons in Massachusetts.

The bill establishes a commission to investigate and recommend a framework for managing the thermal commons in Massachusetts. The commission will consider factors such as energy services, safety, security, reliability, equity, emissions, and affordability. It will also explore the restoration of the thermal commons and the drawdown of anthropogenic geothermal energy. The commission will submit a report and recommendations to relevant state agencies and committees by July 31, 2026.
