Amends the Massachusetts Municipal Wholesale Electric Company board of directors' composition and powers.

This bill amends the Massachusetts Municipal Wholesale Electric Company's board of directors, changing its composition and powers. The board will now consist of thirteen directors, with four appointed by the governor and seven elected by member cities and towns. The governor's appointees include experts in environmental justice and clean energy. The elected directors' voting weight is based on their cities' and towns' annual kilowatt-hour sales.
