Restores the Clean Environment Fund using revenue from unclaimed bottle deposits.

The bill amends the General Laws to establish the Clean Environment Fund, which will receive additional amounts collected by the commissioner of revenue from unclaimed bottle deposits. The fund will be used for solid waste management, environmental protection, and climate change mitigation programs, excluding incineration costs. At least 40% of the fund will support recycling, composting, and solid waste reduction projects, while up to 50% will support other environmental programs, including clean water and storm water management.
