Massachusetts H3449 amends the demonstration project to allow up to 20 cities and towns to participate, up from 10. To qualify, a city or town must either meet a 10% housing affordability threshold or have approved a zoning ordinance permitting multi-family housing suitable for families with children. The Department of Energy Resources, in consultation with other agencies, will issue approvals to the first 20 applicants. Regulations to implement these changes must be promulgated by July 1, 2026.
