The bill authorizes the commissioner of Capital Asset Management and Maintenance to grant permanent and temporary easements to the town of Bourne for subsurface waterline purposes. The easements are limited to lands of the commonwealth used for armory purposes on Armory Road. The town of Bourne will assume all costs related to the easements, including engineering, surveys, and appraisals. The commissioner will determine the fair market value or value in use of the easements, and the inspector general will review and approve the appraisal.
