Massachusetts H3185, also known as the Taxpayer Conscience Protection Act, amends the General Laws to give taxpayers the option to indicate on their income tax return that they do not want any portion of their tax liability to be used for abortion services. When a taxpayer makes this election, their income tax liability cannot be used to pay for abortion services. Instead, the portion of the tax liability not used for abortion services must be deposited into a special account.
