Massachusetts H3144 modifies the interest rate parity for tax refunds issued by the Department of Revenue. It removes the last sentence of the second paragraph in Section 37 of chapter 62C of the General Laws and replaces paragraph (a) in Section 40 of the same chapter. The changes ensure that the state treasurer repays taxpayers the amount of any refund with interest from the date of overpayment to a date preceding the date of the refund check by not more than thirty days. This act will take effect on January 1, 2026.
