The bill imposes a real estate transfer fee of 1% on the portion of the purchase price exceeding $1,000,000 for residential property transfers in Concord. The fee applies to transfers of real property interests and controlling interests in entities holding such interests. Exemptions include transfers to government entities, affordable housing transfers, and transfers between family members. The fee revenue will fund the Concord Municipal Affordable Housing Trust Fund. The Town of Concord can set additional requirements, exemptions, and regulations for the fee, but cannot reduce it.
