Amends the definition of "employer" to include constitutional officers as employers of their employees.

The bill amends the definition of "employer" to include constitutional officers as employers of their employees. Specifically, it removes the exclusion of officers and employees within the departments of the state secretary, state treasurer, state auditor, and attorney general from the definition of "employee." The bill also adds a new sentence to the definition of "employer" to clarify that in the case of employees of these constitutional officers, the employer shall be the state Service. This change aims to ensure that these employees are included in the collective bargaining process.
