The bill establishes a technical rescue coordinating council within the Department of Fire Services to advise the state fire marshal on technical rescue standards, rules, procedures, and regulations. The council will consist of the secretary of public safety, the state fire marshal, and five appointed members. The bill also revises the reimbursement process for technical rescue response costs and updates the technical rescue response plan. The state fire marshal will have authority over technical rescue response operations and the incident commander will oversee the response site.
