Massachusetts H2389 requires the Department of Public Health to develop an assessment tool to measure the health impacts and costs of emissions from grid electricity and delivered fuels, as well as the benefits of energy conservation, energy efficiency, and renewable energy. The tool will analyze factors such as particulate matter, sulfur oxides, nitrogen oxides, carbon, carbon dioxide, and mercury emissions. It will quantify health impacts and costs, including premature death, cardiovascular events, chronic bronchitis, asthma, and respiratory symptoms.
