This bill amends Massachusetts law to clarify that both a client and a registered professional employer organization (PEO) or PEO group are considered employers under state law. It also specifies that fully-insured welfare benefit plans offered to employees of a PEO or PEO group are treated as single employer welfare benefit plans. Additionally, for purposes of calculating full-time equivalents, all employees of a PEO or PEO group are included in the count.
