Massachusetts H1991 regulates abortion care for young people by requiring written informed consent and expanding minors' consent rights.

Massachusetts H1991 amends the state's abortion care regulations by requiring a written informed consent form for patients seeking an abortion. The consent form must be signed in advance of the abortion procedure but does not impose a waiting period. The form must be maintained by the healthcare provider and destroyed seven years after the abortion. The bill also expands minors' rights to consent to their medical care, including abortion, and removes restrictions on their ability to consent to such care.
