The bill establishes a pilot program for veterans to use medical marijuana to treat medical conditions currently managed with opioid-based medicine and combat opioid use disorder. The program, named the Crosby project, will have three phases. During phase 1, the Department of Public Health will conduct research, including reviewing medical research on medical marijuana and consulting with veterans’ organizations. Phase 2 will launch the pilot program in a physical location in or near Boston, known as the Veterans Alternative Health and Wellness Center, and hire appropriate staff.
