Massachusetts H177 establishes a 1% local transaction fee on adult-use cannabis sales, excluding medical marijuana.

Massachusetts H177 introduces a 1% local transaction fee on all retail sales of adult-use cannabis products, collected at the point of sale by cannabis retailers. This fee is in addition to the state sales tax and is remitted to the Department of Revenue, which distributes the funds to the appropriate municipality. Medical marijuana transactions are exempt from this fee. The Department of Revenue must promulgate regulations for fee collection and distribution within 90 days of the act's effective date.
