The bill establishes the Youth Court Justice Fund to support restorative justice models for juvenile diversion. The fund will receive 34% of proceeds from certain seizures, with at least 50% directed to Youth Courts. The secretary of public safety and security will administer the fund, making grants to youth court and juvenile diversion programs. Annual reports detailing fund deposits and expenditures will be required.
