Establishes an office of tenant protections within the Executive Office of Housing and Livable Communities.

The bill creates an office of tenant protections within the Executive Office of Housing and Livable Communities. The office will enforce minimum standards of fitness for human habitation, including the power to inspect residences, issue orders of noncompliance, hold hearings, and issue fines. Decisions on noncompliance will be subject to judicial appeal. The executive office will promulgate regulations or guidance to carry out this section.
