Establishes a commission to study cannabis consumption and its impacts in Massachusetts.

The bill creates a special commission to study the impacts of cannabis consumption in Massachusetts. The commission will examine the growth of cannabis usage, the strength and forms of cannabis products, and the effects of synthetic substances in cannabis. It will also recommend legal intoxication levels, measurement systems, and field sobriety tests. The commission will submit its findings and recommendations to relevant state officials and committees by December 31, 2026.
