Establishes a primary care council to develop a prospective payment model for primary care providers in Massachusetts.

The bill establishes a primary care council within the Health Policy Commission to develop a primary care prospective payment model. This model will include a baseline monthly per patient payment and adjustments based on primary care transformers, patient care quality measures, and clinical outcomes. The council will also establish a primary care expenditure target and recommend a payment mechanism for specialists and primary care providers. Health care entities that fail to meet the primary care expenditure target will be required to submit a performance improvement plan.
