Massachusetts H1236 requires the Division of Insurance to issue a comprehensive report at least once every five years on the performance of the merged non-group and small-group health insurance markets. The report will consider trends in premiums, cost-sharing, and actuarial value, as well as characteristics of individuals in the merged market. The division may contract with an outside organization for the study, which will utilize the Massachusetts All-Payer Claims Database.
