Eligible hospitals must have a statewide relative price less than 0.90, a public payer mix of at least 60%, and not be owned, financially consolidated, or corporately affiliated with a provider organization owning or controlling two or more acute care hospitals with total net assets exceeding $600 million for fiscal year 2019. Each payment equals 5% of the hospital's average monthly Medicaid payments for inpatient and outpatient acute hospital services.
