Establishes a fund to provide financial assistance to Massachusetts lobstermen affected by fishing area closures.
This bill creates the Lobstering Closure Mitigation Fund to provide financial assistance to Massachusetts lobstermen impacted by fishing area closures. Eligible lobstermen can receive weekly payments of one dollar per application. Payments are available from January 1 to June 30 annually. The Secretary of State must promulgate regulations to determine progress toward incorporation by recipients. Lobstermen not making sufficient progress after one year will not be eligible for further payments until progress is made. The fund will be dissolved three fiscal years after the act's effective date.
