Repair shops can calculate the rate by submitting 100 sequential customer-paid collision repair orders or 60 consecutive days of such orders, whichever is less. Insurers can propose adjustments within 30 days, and repairers can challenge the insurer's proposal with the insurance commissioner if they disagree. The commissioner will set the labor rates and promulgate necessary regulations.
