Establishes a method for calculating minimum hourly labor rates for auto repairers in Massachusetts.

This bill amends Massachusetts law to establish a method for calculating the minimum hourly labor rates that insurers must pay to auto repairers for insured claims. Repair shops can calculate the rate by submitting 100 sequential customer-paid collision repair orders or 60 consecutive days of such orders, whichever is less. Insurers can propose adjustments within 30 days, and repairers can challenge the insurer's proposal with the insurance commissioner if they disagree. The commissioner will set the labor rates and promulgate necessary regulations.
