Massachusetts H1073 enables the town of Sandwich to enter into a long-term contract for wastewater treatment and disposal services with the private operator of facilities at Joint Base Cape Cod, exempt from public bidding. The contract term can extend up to 99 years. The town may also acquire an access easement for sewer transmission lines from Mashpee. Sandwich is eligible for funding under chapter 29C of the General Laws and can incur debt for up to 30 years for this purpose, with such debt excluded from the indebtedness limit in chapter 44.
