Establishes the Quabbin Host Community Trust Fund for Quabbin Reservoir watershed communities.

This bill establishes the Quabbin Host Community Trust Fund to support municipal operations, capital improvements, and public safety in Quabbin Reservoir watershed communities. It mandates that at least 70% of the fund's expenditures go to these communities for municipal needs, with up to 25% for non-profit and cultural organizations serving their health, welfare, safety, and transit needs. The Massachusetts Water Resources Authority must deposit $35 million annually into the fund, indexed to inflation.
