Establishes standards for reducing residential waste disposal in Massachusetts.

The bill establishes performance standards for reducing residential municipal solid waste in Massachusetts. It mandates the Department of Environmental Protection to set these standards by July 1, 2023, aiming to meet the Commonwealth's Solid Waste Master Plan and Greenhouse Gas Reduction Plan. Municipalities must report annually on their waste disposal statistics and develop plans to meet the standards if they exceed 500 pounds per capita. If standards are not met by July 31, 2025, the Department can implement a statewide program to incentivize waste reduction.
