The bill amends Joint Rule 308 to allow the Secretary of the Senate and the Clerk of the House to reference bills at any time. If the Secretary and Clerk cannot agree on an appropriate committee reference, the matter is referred to the President of the Senate and the Speaker of the House. If they cannot agree, the question is referred to the Legislative Council for resolution. The suggested reference must then be placed on the Advance Journal and Calendar of each chamber. Any member may move for reconsideration of a committee reference on the floor.
