Automatic repeal of agency rules in Maine, with legislative review and renewal options.

This bill amends the Maine Administrative Procedure Act to establish an automatic repeal of agency rules. Rules adopted after January 1, 2026, will be repealed four years after their adoption, while rules adopted before this date will be repealed on January 1, 2030. The Legislature can review and approve a renewal of these rules for an additional period of up to four years. Agencies can request automatic renewal of rules before their automatic repeal, subject to legislative review.
