Maine LD943 mandates the Department of Health and Human Services to administer the Additional Support for People in Retraining and Employment - Temporary Assistance for Needy Families (ASPIRE-TANF) program directly by state employees, phasing out contracted public and private agencies by December 31, 2026. Exceptions are made for certain service delivery functions such as job training, education, employment support, child care assistance, and transportation assistance.
