It prohibits municipalities, county commissioners, or abutters from obstructing town ways if the municipal officers or county commissioners have declared the way discontinued by abandonment and retained a public easement for at least a specified period. If the easement is retained for less than this period, the same entities may remove obstructions with written permission from the municipal officers or county commissioners.
