Directs the Maine State Housing Authority to purchase and convert the Bangor Mall into affordable housing units.

This resolve directs the Maine State Housing Authority to negotiate the purchase of the Bangor Mall, a property in the City of Bangor. If a purchase agreement is not reached, the Authority is authorized to use eminent domain. The resolve also proposes the creation of the Bangor Mall Housing Authority to manage the property, with specific appointment rules for its commissioners. The Authority must submit a report detailing the costs of converting the mall into affordable housing units and the terms for existing commercial tenants.
