Maine LD839 prohibits recovery of certain electricity costs through rates, funding them from the General Fund instead.
Maine LD839 establishes the Net Energy Billing Cost Stabilization Fund to cover costs of kilowatt-hour credit and commercial and institutional net energy billing programs. After June 30, 2026, these costs cannot be recovered through utility rates. Instead, they must be paid from the General Fund. The Public Utilities Commission must adopt rules for distributing these costs to utilities and for returning any overpayments to the fund. The fund receives General Fund appropriations and any overpayments from utilities.
