Prevents expiration of unused kilowatt-hour credits for consumers in Maine and prohibits fees related to these credits.

This bill amends Maine law to ensure that unused kilowatt-hour credits accumulated by customers in net energy billing arrangements do not expire. It also prohibits transmission and distribution utilities from charging fees related to these credits. Additionally, it modifies the funding formula for certain programs to ensure that assistance is not counted as income or a resource in other means-tested assistance programs for low-income households.
